K\u00ebtu kam parasysh situat\u00ebn ekonomike, pavar\u00ebsisht nga fakti se Shqip\u00ebria \u00ebsht\u00eb e rrethuar nga kriza n\u00eb Greqi n\u00eb jug, n\u00eb Itali n\u00eb per\u00ebndim dhe nga vendet, t\u00eb cilat jan\u00eb n\u00eb v\u00ebshtir\u00ebsi ekonomike.<\/p>\n<p>N\u00eb k\u00ebt\u00eb kuptim, modeli i Shqip\u00ebris\u00eb, si model ekonomik, ka funksionuar, meq\u00eb vendi yn\u00eb asnj\u00ebher\u00eb nuk ka qen\u00eb n\u00eb recesion, ndryshe nga shum\u00eb vende, q\u00eb jo vet\u00ebm na rrethojn\u00eb, por edhe p\u00ebrtej atyre, q\u00eb i kemi af\u00ebr.<\/p>\n<p>Nd\u00ebrsa, sa i takon aspektit t\u00eb statusit t\u00eb vendit kandidat, un\u00eb besoj se shqiptar\u00ebt do ta paguajn\u00eb edhe nj\u00eb her\u00eb bojkotin dhe bllokad\u00ebn q\u00eb opozita i ka b\u00ebr\u00eb Parlamentit, gjat\u00eb k\u00ebtyre dy vjet\u00ebve.<\/p>\n<p>\u00cbsht\u00eb nj\u00eb \u00e7mim, q\u00eb shqiptar\u00ebt e pafajsh\u00ebm duhet ta paguajn\u00eb p\u00ebr nj\u00eb politik\u00eb ose p\u00ebr lidershipin e nj\u00eb partie, q\u00eb, me sa duket, \u00ebsht\u00eb edhe nj\u00eb lloj celule anti-evropiane.<\/p>\n<p>Natyrisht, un\u00eb ndjehem keq kur e them nj\u00eb gj\u00eb t\u00eb till\u00eb, por ne duhet t\u00eb jemi t\u00eb ndersh\u00ebm me nj\u00ebri-tjetrin, duhet ta themi t\u00eb v\u00ebrtet\u00ebn ashtu si\u00e7 \u00ebsht\u00eb.<\/p>\n<p>Si kryetare e Kuvendit, un\u00eb \u00ebsht\u00eb dashur t\u00eb p\u00ebrballem me frym\u00ebn e anti-parlamentarizmit dhe n\u00eb t\u00ebr\u00ebsi t\u00eb anti-shtetit.<\/p>\n<p>N\u00eb k\u00ebt\u00eb kuptim, shqiptar\u00ebt duhet t\u00eb paguajn\u00eb p\u00ebr di\u00e7ka q\u00eb nuk e meritojn\u00eb, p\u00ebr di\u00e7ka q\u00eb nuk e kan\u00eb b\u00ebr\u00eb, por mendoj se \u00ebsht\u00eb edhe momenti q\u00eb secili prej shqiptar\u00ebve duhet ta pyes\u00eb veten n\u00ebse ia vlen m\u00eb q\u00eb t\u2019i p\u00ebrgjigjesh nj\u00eb lidershipi t\u00eb nj\u00eb partie, q\u00eb \u00ebsht\u00eb kthyer edhe n\u00eb nj\u00eb celul\u00eb anti-evropiane.<\/p>\n<p>RADIO EVROPA E LIR\u00cb<br \/>\n<strong>E p\u00ebrmend\u00ebt bojkotin politik t\u00eb opozit\u00ebs. Por, edhe pas kthimit t\u00eb saj, prap\u00ebseprap\u00eb, duket se gj\u00ebrat nuk po l\u00ebvizin. K\u00ebtu kam parasysh ve\u00e7an\u00ebrisht k\u00ebrkes\u00ebn e opozit\u00ebs p\u00ebr ndryshim t\u00eb rregullores s\u00eb pun\u00ebs s\u00eb Kuvendit, p\u00ebrfshir\u00eb votimin e fsheht\u00eb\u2026<\/strong>JOZEFINA TOPALLI<br \/>\nKjo \u00ebsht\u00eb nj\u00eb justifikim ose p\u00ebrpjekje e d\u00ebshtuar p\u00ebr t\u00eb gjetur nj\u00eb mburoj\u00eb nga syt\u00eb e shqiptar\u00ebve dhe gjith\u00eb bot\u00ebs, pasi ata, n\u00eb fakt, vazhdojn\u00eb ta bojkotojn\u00eb votimin e ligjeve me 3\/5.<\/p>\n<p>Kuvendi i Shqip\u00ebris\u00eb, gjat\u00eb dy vjet\u00ebve, ka votuar 400 ligje, q\u00eb ishin ligjet e reformave t\u00eb m\u00ebdha ekonomike dhe kan\u00eb b\u00ebr\u00eb t\u00eb mundur q\u00eb Shqip\u00ebria t\u00eb mos kaloj\u00eb n\u00eb recesion.<\/p>\n<p>N\u00eb fund t\u00eb fundit, detyra jon\u00eb \u00ebsht\u00eb q\u00eb t\u00eb shohim se sa para shkojn\u00eb n\u00eb xhepat e shqiptar\u00ebve. Ajo q\u00eb ata p\u00ebrpiqen ta p\u00ebrdorin si mburoj\u00eb, n\u00eb fakt nuk mbulon, sepse \u00ebsht\u00eb vet\u00ebm gjethja e fikut.<\/p>\n<p>Pavar\u00ebsisht nga kjo, ne jemi t\u00eb hapur p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar \u00e7do gj\u00eb q\u00eb mund t\u00eb p\u00ebrmir\u00ebsohet edhe n\u00eb raport me rregulloren e Kuvendit, edhe n\u00eb raport me ligjet e tjera.<\/p>\n<p>N\u00ebse ka ndonj\u00eb nen, q\u00eb bie n\u00eb kund\u00ebrshtim me rregulloren e Parlamentit Evropian, padyshim q\u00eb jemi t\u00eb hapur p\u00ebr ta p\u00ebrmir\u00ebsuar, megjith\u00ebq\u00eb kam bindjen e thell\u00eb dhe k\u00ebt\u00eb e them me nj\u00eb nd\u00ebrgjegje t\u00eb plot\u00eb, se rregullorja e Kuvendit t\u00eb Shqip\u00ebris\u00eb \u00ebsht\u00eb nd\u00ebr rregulloret m\u00eb moderne dhe m\u00eb demokratike q\u00eb ekziston sot n\u00eb Evrop\u00eb.<\/p>\n<p>RADIO EVROPA E LIR\u00cb<br \/>\n<strong>Po p\u00ebrse at\u00ebher\u00eb e kund\u00ebrshtoni votimin e fsheht\u00eb n\u00eb parlament, q\u00eb personalisht e keni sugjeruar?<\/strong><br \/>\nJOZEFINA TOPALLI<br \/>\nJo. Ndoshta nuk jemi kuptuar mir\u00eb. Dekretet e presidentit nuk mund t\u00eb votohen kurr\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb fsheht\u00eb, sepse nuk votohen n\u00eb m\u00ebnyr\u00eb t\u00eb fsheht\u00eb n\u00eb asnj\u00eb vend. Sa u takon emrave t\u00eb tjer\u00eb, q\u00eb do t\u00eb zgjidhen n\u00eb institucione t\u00eb ndryshme, le t\u2019u q\u00ebndrojm\u00eb atyre modeleve, si\u00e7 i p\u00ebrdor edhe Evropa.<\/p>\n<p>Natyrisht mund ta adaptojm\u00eb \u2013 po t\u00eb kemi kuraj\u00eb p\u00ebr t\u2019i mos fshehur vetvetes dhe nd\u00ebrgjegjes son\u00eb \u2013 ta p\u00ebrdorim edhe vot\u00ebn q\u00eb p\u00ebrdor Kongresi dhe Senati Amerikan.<\/p>\n<p>Un\u00eb personalisht mendoj se p\u00ebrpara shqiptar\u00ebve duhet t\u00eb themi se nuk kemi p\u00ebrse t\u00eb fshihemi pas asgj\u00ebje, as pas kutive t\u00eb votimit, as pas perdeve, p\u00ebr t\u00eb th\u00ebn\u00eb q\u00eb vullneti im politik \u00ebsht\u00eb ky.<\/p>\n<p>RADIO EVROPA E LIR\u00cb<br \/>\n<strong>K\u00ebto dit\u00eb, presidenti Bamir Topi ka sugjeruar se do t\u00eb mund t\u00eb formonte nj\u00eb parti t\u00eb re. N\u00ebse kjo ndodh, a keni shqet\u00ebsime se do t\u00eb dob\u00ebsohej Partia Demokratike?<\/strong><br \/>\nJOZEFINA TOPALLI<br \/>\nE para, nuk ka asnj\u00eb shqet\u00ebsim. E dyta, kjo nuk \u00ebsht\u00eb di\u00e7ka e papritur, as e panjohur. Besoj se do t\u00eb merrte nga e majta, sepse zoti Topi ka luajtur n\u00eb fush\u00ebn e majt\u00eb gjat\u00eb gjith\u00eb k\u00ebsaj periudhe. Kjo nuk m\u00eb intereson aq, sa m\u00eb dhemb fakti q\u00eb kjo \u00ebsht\u00eb nj\u00eb fyerje ndaj karriges s\u00eb presidentit.<\/p>\n<p>RADIO EVROPA E LIR\u00cb<br \/>\n<strong>Pse mendoni se \u00ebsht\u00eb fyerje?<\/strong><br \/>\nJOZEFINA TOPALLI<br \/>\nN\u00eb baz\u00eb t\u00eb Kushtetut\u00ebs, ai duhet t\u00eb jet\u00eb figura q\u00eb bashkon popullin dhe jo q\u00eb punon p\u00ebr nj\u00eb parti t\u00eb caktuar. Ai ishte i sinqert\u00eb pasi q\u00eb doli vota e tij n\u00eb syt\u00eb e t\u00eb gjith\u00eb shqiptar\u00ebve \u2013 \u2018live\u2019, me t\u00eb par\u00eb dhe me t\u00eb d\u00ebgjuar.<\/p>\n<p>RADIO EVROPA E LIR\u00cb<br \/>\n<strong>Ka z\u00ebra q\u00eb thon\u00eb se ju jeni nd\u00ebr personalitetet m\u00eb me ndikim n\u00eb Partin\u00eb Demokratike, pas zotit Berisha. N\u00eb k\u00ebt\u00eb perspektiv\u00eb, a e shihni veten n\u00eb ndonj\u00eb post edhe m\u00eb t\u00eb lart\u00eb n\u00eb Shqip\u00ebri?<\/strong><br \/>\nJOZEFINA TOPALLI<br \/>\nNuk e kam lidhur kurr\u00eb pun\u00ebn time me postet e caktuara. Ajo q\u00eb un\u00eb mendoj deri n\u00eb 2013-\u00ebn \u00ebsht\u00eb t\u00eb drejtoj Kuvendin e Shqip\u00ebris\u00eb, duke menduar p\u00ebr reformat e tjera n\u00eb fushat fiskale, n\u00eb fushat e zhvillimit t\u00eb bujq\u00ebsis\u00eb, t\u00eb teknologjis\u00eb, t\u00eb ekonomis\u00eb n\u00eb t\u00ebr\u00ebsi. Kjo \u00ebsht\u00eb ambicia ime, ky \u00ebsht\u00eb vullneti im dhe k\u00ebtu jam e fokusuar.<\/p>\n<p>RADIO EVROPA E LIR\u00cb<br \/>\n<strong>Pas vitit 2013, mendoni eventualisht p\u00ebr postin e presidentes?<\/strong><br \/>\nJOZEFINA TOPALLI<br \/>\nUn\u00eb mendoj t\u2019i fitojm\u00eb zgjedhjet e 2013-\u00ebs, sepse vendi ka nevoj\u00eb p\u00ebr nj\u00eb lidership, i cili \u00ebsht\u00eb d\u00ebshmuar ose \u00ebsht\u00eb i suksessh\u00ebm p\u00ebr t\u00eb l\u00ebvizur vendin nga nj\u00eb vend i pazhvilluar drejt nj\u00eb Shqip\u00ebrie t\u00eb zhvilluar n\u00eb 2017-\u00ebn.
