Bamir Topi, nd\u00ebr t\u00eb tjera hodhi iden\u00eb e zgjedhjes s\u00eb presidentit nga populli. Ndryshe nga si e p\u00ebrcakton Kushtetuta, Presidenti Topi deklaroi se do t\u00eb ishte mir\u00eb p\u00ebr vendin q\u00eb institucioni i Presidentit t\u00eb Republik\u00ebs t\u00eb drejtohet nga nj\u00eb figur\u00eb e cila zgjidhet drejtp\u00ebrdrejt\u00eb nga populli.<\/p>\n<p>N\u00eb fakt, ideja e zgjedhjes s\u00eb presidentit nga populli ka muaj q\u00eb komentohet n\u00eb media, si nga analist\u00eb, ashtu edhe nga politikan\u00eb t\u00eb ndrysh\u00ebm, duke dh\u00ebn\u00eb impresionin e nj\u00eb lobingu t\u00eb organizuar p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje.<\/p>\n<p>Por a do ishte v\u00ebrtet m\u00eb mir\u00eb p\u00ebr vendin q\u00eb t\u00eb arrihej nj\u00eb ndryshim kushtetues dhe t\u00eb mund\u00ebsohej zgjedhja e presidentit me vot\u00eb popullore?<\/p>\n<p>S\u00eb pari, ndon\u00ebse kjo procedur\u00eb aplikohet n\u00eb disa vende t\u00eb bot\u00ebs, \u00ebsht\u00eb e v\u00ebshtir\u00eb t\u00eb nd\u00ebrthuret organikisht me sistemin e republik\u00ebs parlamentare q\u00eb ka Shqip\u00ebria. Kjo mund t\u00eb b\u00ebhej e mundur vet\u00ebm n\u00ebse demokracia e vendit ton\u00eb do t\u00eb ishte e konsoliduar prej dekadash dhe jo fraxhile si\u00e7 \u00ebsht\u00eb sot. Do ishte nj\u00eb akt politik progresist, n\u00ebse partit\u00eb politike n\u00eb vend do ishin altruiste n\u00eb lidhje me pushtetin dhe institucionet, por jo me natyr\u00ebn uzurpuese q\u00eb kan\u00eb sot. N\u00ebn klim\u00ebn aktuale politike, zgjedhja e presidentit nga populli do sillte m\u00eb shum\u00eb stuhi dhe agravim t\u00eb situat\u00ebs sesa ulje t\u00eb tensionit dhe detant\u00e8 midis partive politike.<\/p>\n<p>Ideja e zgjedhjes s\u00eb presidentit nga populli ting\u00ebllon shum\u00eb romantike, por mbart nj\u00eb seri problemesh brenda vetes t\u00eb cilat e b\u00ebjn\u00eb at\u00eb t\u00eb mos gjej\u00eb prakticitet n\u00eb situat\u00ebn aktuale, madje mund t\u00eb shkaktoj\u00eb ndarje t\u00eb m\u00ebtejshme politike.<\/p>\n<p>N\u00ebse presidentin e zgjedh populli, kush do ta largoj\u00eb at\u00eb nga detyra n\u00ebse ai shkel ligjin dhe abuzon me detyr\u00ebn? P\u00ebrs\u00ebri populli? Si? Apo do t\u00eb jet\u00eb Parlamenti ai q\u00eb do ta ket\u00eb k\u00ebt\u00eb t\u00eb drejt\u00eb? N\u00ebse po, at\u00ebher\u00eb i bie q\u00eb kreu i shtetit t\u00eb zgjidhet nga populli dhe t\u00eb shkarkohet nga politika, ndaj a nuk \u00ebsht\u00eb m\u00eb mir\u00eb formula ekzistuese e cila, t\u00eb pakt\u00ebn, i ofron pal\u00ebve politike t\u00eb arrijn\u00eb nj\u00eb konsensus?<\/p>\n<p>Do t\u00eb ishte mir\u00eb q\u00eb p\u00ebrpara se t\u00eb kemi nj\u00eb president nga populli t\u00eb kishim nj\u00eb Parlament nga populli. Me sistemin proporcional rajonal, popullit i lejohet t\u00eb zgjedh\u00eb vet\u00ebm partin\u00eb dhe jo individin q\u00eb do ta p\u00ebrfaq\u00ebsoj\u00eb at\u00eb. Nj\u00eb deputet, i cili supozohet t\u00eb ket\u00eb zyr\u00eb n\u00eb lagjen, komun\u00ebn dhe qytetin ku banon p\u00ebr t\u00eb d\u00ebgjuar shqet\u00ebsimet e njer\u00ebzve, nuk zgjidhet direkt nga populli por nga partia, at\u00ebher\u00eb \u00e7far\u00eb vlere ka n\u00ebse nj\u00eb popull i t\u00ebr\u00eb voton p\u00ebr dik\u00eb q\u00eb ka rezidenc\u00eb n\u00eb Tiran\u00eb dhe q\u00eb nuk \u00ebsht\u00eb aspak e leht\u00eb ta takojn\u00eb jo vet\u00ebm ata q\u00eb banojn\u00eb n\u00eb skajet m\u00eb t\u00eb larg\u00ebta t\u00eb vendit, por as edhe ata q\u00eb banojn\u00eb n\u00eb Tiran\u00eb?<\/p>\n<p>Gjithashtu, nj\u00eb president nga populli do sillte nj\u00eb fushat\u00eb me shum\u00eb shpenzime p\u00ebr buxhetin e shtetit dhe do t\u2019i hapte der\u00ebn marr\u00ebveshjeve me biznesmen\u00ebt dhe madje me vet\u00eb partit\u00eb politike. N\u00ebse konsensusi midis partive mund t\u00eb prodhoj\u00eb nj\u00eb president nga politika, akademia, shoq\u00ebria civile, diplomacia, kultura, ushtria etj., si\u00e7 \u00ebsht\u00eb precedenti i president\u00ebve Meidani dhe Moisiu, presidenti nga populli prodhon vet\u00ebm biznesmen\u00eb apo politikan\u00eb t\u00eb pasur, pasi asnj\u00eb njeri i thjesht\u00eb pa para nuk do t\u2019i p\u00ebrballonte dot shpenzimet e jasht\u00ebzakonshme t\u00eb nj\u00eb fushate presidenciale.<\/p>\n<p>Nj\u00eb president nga populli prodhon nj\u00eb kandidat apo fitues q\u00eb mund t\u00eb b\u00ebj\u00eb marr\u00ebveshje paraprake me partit\u00eb politike t\u00eb cilat me numrin e madh t\u00eb an\u00ebtar\u00ebve dhe militant\u00ebve t\u00eb tyre jan\u00eb deciziv\u00eb n\u00eb vendosjen se kush do t\u00eb b\u00ebhet president. Ndaj a \u00ebsht\u00eb m\u00eb mir\u00eb nj\u00eb president i dal\u00eb nga nj\u00eb marr\u00ebveshje politike apo nga nj\u00eb mazhoranc\u00eb qeveris\u00ebse, apo nj\u00eb individ q\u00eb n\u00eb em\u00ebr t\u00eb popullit b\u00ebn pazare dhe marr\u00ebveshje t\u00eb fshehta me partit\u00eb politike?<\/p>\n<p>Demokracia e brisht\u00eb shqiptare nuk ofron nisma p\u00ebr ndryshime rr\u00ebnj\u00ebsore kushtetuese. N\u00ebse do ngulmohet dhe do shpenzohet shum\u00eb energji n\u00eb ndryshimet kushtetuese p\u00ebr zgjedhjen e presidentit nga populli, kjo do jet\u00eb thjesht nj\u00eb p\u00ebrpjekje e nj\u00eb grupimi t\u00eb caktuar, t\u00eb cilit i intereson nj\u00eb nism\u00eb e till\u00eb. N\u00ebse kjo ide romantike dhe idealiste p\u00ebr t\u00eb l\u00ebn\u00eb n\u00eb duart e popullit t\u00eb zgjedh\u00eb kreun e shtetit \u00ebsht\u00eb e v\u00ebrtet\u00eb dhe me q\u00ebllim t\u00eb past\u00ebr, do t\u00eb ishte m\u00eb mir\u00eb t\u00eb ket\u00eb nj\u00eb koh\u00eb pritje p\u00ebr konsolidimin e demokracis\u00eb n\u00eb vend. \u00cbsht\u00eb shum\u00eb her\u00ebt p\u00ebr t\u00eb b\u00ebr\u00eb ndryshime t\u00eb tilla kushtetuese dhe shum\u00eb von\u00eb p\u00ebr t\u2019i b\u00ebr\u00eb ato p\u00ebrpara zgjedhjes s\u00eb presidentit t\u00eb ri, n\u00eb korrikun e ardhsh\u00ebm.<\/p>\n<p>Nj\u00eb president nga populli nuk ka qen\u00eb dhe nuk \u00ebsht\u00eb prioritet dhe kriter p\u00ebr integrimin e vendit n\u00eb BE, ndaj \u00ebsht\u00eb mir\u00eb q\u00eb politika shqiptare t\u00eb bashk\u00ebpunoj\u00eb p\u00ebr arritjen e 12 pikave t\u00eb caktuara si detyr\u00eb nga KE.<\/p>\n<p>Pavar\u00ebsisht \u00e7do ndryshimi kushtetues, madje edhe nj\u00eb ndryshim total t\u00eb t\u00eb gjith\u00eb sistemit qeveris\u00ebs nuk do prodhoj\u00eb nj\u00eb politik\u00eb apo demokraci m\u00eb t\u00eb mir\u00eb nga kjo q\u00eb kemi sot. Fajin nuk e ka as sistemi dhe as ligjet, por njer\u00ebzit q\u00eb e drejtojn\u00eb sistemin dhe zbatojn\u00eb ligjet. Ne mund t\u00eb huazojm\u00eb sisteme t\u00eb p\u00ebrsosura nga jasht\u00eb, por njer\u00ebzit q\u00eb do ta drejtojn\u00eb sistemin jan\u00eb nga brenda, ndaj p\u00ebrpara se t\u00eb ndryshoj\u00eb sistemi dhe Kushtetuta duhet t\u00eb ndryshojn\u00eb njer\u00ebzit q\u00eb e b\u00ebjn\u00eb politik\u00ebn shqiptare.<\/p>\n<p>Presidenti nga populli duhet t\u00eb jet\u00eb nisma e fundit n\u00eb axhend\u00ebn e politik\u00ebs. N\u00ebse politika maturohet dhe d\u00ebshiron t\u00eb l\u00ebr\u00eb n\u00eb duart e nj\u00eb populli t\u00eb nd\u00ebrgjegj\u00ebsuar caktimin e disa institucioneve qeveris\u00ebse dhe administrative, at\u00ebher\u00eb le ta filloj\u00eb me votimin nga njer\u00ebzit e thjesht\u00eb t\u00eb drejtor\u00ebve t\u00eb shkollave dhe drejtorive arsimore, le t\u00eb zgjedh\u00eb me short njer\u00ebz apolitik\u00eb p\u00ebr komisionet e administrimit t\u00eb zgjedhjeve, le t\u00eb nd\u00ebrtohet nj\u00eb struktur\u00eb kualifikimi dhe karriere p\u00ebr n\u00ebpun\u00ebsit civil\u00eb q\u00eb t\u00eb evitohen sa m\u00eb shum\u00eb caktimet politike n\u00eb administrat\u00ebn shtet\u00ebrore dhe strukturat publike dhe administrative, t\u00eb propozohen nga shoq\u00ebria civile dhe jo nga partit\u00eb kryetar\u00ebt e bashkive dhe komunave, si dhe t\u00eb kufizohet numri i mandateve t\u00eb kryetar\u00ebve t\u00eb bashkive dhe komunave, s\u00eb bashku me numrin e mandateve t\u00eb kryeministrit.<\/p>\n<p>Nj\u00eb qeveri e popullit, nga populli dhe p\u00ebr popullin k\u00ebrkon m\u00eb shum\u00eb sesa zgjedhja e presidentit me vot\u00eb popullore. Vet\u00ebm kur politika t\u00eb ndryshoj\u00eb dhe kuptoj\u00eb se ajo \u00ebsht\u00eb nj\u00eb mjet sh\u00ebrbimi dhe jo sundimi, do mundemi t\u00eb progresojm\u00eb n\u00eb reforma t\u00eb cilat ndihmojn\u00eb n\u00eb konsolidimin e demokracis\u00eb liberale n\u00eb vend.<\/p>\n<p>Nj\u00eb president nga populli nuk garanton marrjen e statusit kandidat n\u00eb BE, ndaj politika b\u00ebn mir\u00eb t\u00eb angazhohet n\u00eb p\u00ebrmbushjen e 12 kritereve t\u00eb rekomanduara nga KE, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mos e humbin trenin p\u00ebr n\u00eb Europ\u00eb vitin q\u00eb vjen, ashtu si\u00e7 e humb\u00ebm k\u00ebt\u00eb vit.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bledar Kurti, 04.10.2011 N\u00eb nj\u00eb intervist\u00eb televizive, Presidenti i Republik\u00ebs, z.
