Ky akt u pasua shum\u00eb m\u00eb von\u00eb me bashk\u00ebjetes\u00ebn n\u00eb fis t\u00eb njer\u00ebzve t\u00eb nj\u00eb gjaku, e cila, sipas Fukujam\u00ebs, p\u00ebrb\u00ebn form\u00ebn e par\u00eb t\u00eb lart\u00eb t\u00eb organizimit shoq\u00ebror \u2013 edhe kjo n\u00eb funksion t\u00eb luft\u00ebs darviniane p\u00ebr ekzistenc\u00eb. Nd\u00ebrsa niveli tjet\u00ebr i organizimit politik, shteti, argumenton Fukujama, ishte thjesht nj\u00eb m\u00ebnyr\u00eb p\u00ebrmes s\u00eb cil\u00ebs disa fise do t\u00eb mund t\u00eb fitonin avantazhe ndaj t\u00eb tjerave.<\/p>\n<p>Meq\u00eb n\u00eb k\u00ebta rreshta nuk kam objektiv dhe hap\u00ebsir\u00eb p\u00ebr t\u00eb argumentuar pro apo kund\u00ebr k\u00ebsaj teze t\u00eb mbrojtur nga Fukujama n\u00eb mbi 550 faqet e librit t\u00eb tij, dua t\u00eb shkoj drejt e ku na dhemb dh\u00ebmballa ne, shqiptar\u00ebve &#8211; n\u00eb ng\u00ebr\u00e7in aktual politik t\u00eb shtetit ton\u00eb.<\/p>\n<p>N\u00eb qend\u00ebr t\u00eb k\u00ebtij ng\u00ebr\u00e7i q\u00ebndron lufta e ashp\u00ebr p\u00ebr pushtet mes mazhoranc\u00ebs s\u00eb udh\u00ebhequr prej Sali Berish\u00ebs dhe opozit\u00ebs s\u00eb udh\u00ebhequr prej Edi Ram\u00ebs. Ky ng\u00ebr\u00e7 nuk \u00ebsht\u00eb shkaktuar, fjala vjen, nga p\u00ebrplasja mes d\u00ebshir\u00ebs s\u00eb mazhoranc\u00ebs p\u00ebr integrim europian dhe asaj t\u00eb opozit\u00ebs p\u00ebr afrim me Rusin\u00eb, si\u00e7 ka ndodhur n\u00eb Serbi, p\u00ebr shembull. Jo, t\u00eb dyja pal\u00ebt te ne e synojn\u00eb integrimin europian, por secila do ta ket\u00eb vet\u00eb pushtetin gjat\u00eb procesit t\u00eb integrimit.<br \/>\nPo t\u2019i referohemi n\u00eb m\u00ebnyr\u00eb metaforike qeliz\u00ebs primordiale t\u00eb organizimit shoq\u00ebror q\u00eb p\u00ebrmend Fukujama n\u00eb librin e tij, asaj t\u00eb atyre dy v\u00ebllez\u00ebrve t\u00eb par\u00eb q\u00eb filluan t\u00eb bashk\u00ebjetonin, mund t\u00eb themi se Berisha e Rama, si udh\u00ebheq\u00ebsit e mazhoranc\u00ebs dhe opozit\u00ebs shqiptare, do t\u00eb duhej t\u00eb bashk\u00ebpunonin q\u00eb \u201cfamilja\u201d e tyre, populli shqiptar, t\u00eb p\u00ebrparonte n\u00eb projektin e integrimit n\u00eb BE. Por ata jan\u00eb n\u00eb nj\u00eb luft\u00eb pa kompromis qysh nga zgjedhjet e 2009-\u00ebs. P\u00ebrse? Sepse, n\u00eb k\u00ebta dy vjet, \u201cv\u00ebllai i madh\u201d, Berisha, \u00ebsht\u00eb treguar vazhdimisht arrogant ndaj \u201cv\u00ebllait t\u00eb vog\u00ebl\u201d, Ram\u00ebs.<br \/>\nAi nuk pranoi t\u00eb b\u00ebhej transparenca e votave t\u00eb 2009-\u00ebs, edhe pse \u201cbijt\u00eb\u201d e Ram\u00ebs u fut\u00ebn n\u00eb grev\u00eb urie p\u00ebr ta k\u00ebrkuar at\u00eb. Ai nuk pranoi t\u00eb zbatonte rezolut\u00ebn e Parlamentit Europian q\u00eb k\u00ebrkonte hetimin e materialeve zgjedhore nga nj\u00eb komision parlamentar i drejtuar prej \u201cbijve\u201d t\u00eb Ram\u00ebs. M\u00eb pas, ai vrau kat\u00ebr \u201cbij\u201d t\u00eb Ram\u00ebs n\u00eb bulevard, kur ata po demonstronin kund\u00ebr tij. Dhe s\u00eb fundi, ia hoqi Ram\u00ebs me procedur\u00eb mandatin e kryebashkiakut, duke i dh\u00ebn\u00eb mesazhin se s\u2019do ta ket\u00eb t\u00eb leht\u00eb t\u00eb vij\u00eb n\u00eb pushtet me vota.<br \/>\nPor nj\u00eb sht\u00ebpi e ndar\u00eb n\u00eb mes, tha Linkolni para luft\u00ebs civile n\u00eb SHBA, nuk mund t\u00eb q\u00ebndroj\u00eb gjat\u00eb n\u00eb k\u00ebmb\u00eb. Dhe historia ka treguar se m\u00ebnyrat p\u00ebr ta mbajtur nj\u00eb \u201csht\u00ebpi\u201d n\u00eb k\u00ebmb\u00eb jan\u00eb dy: ose n\u00ebp\u00ebrmjet dominimit t\u00eb \u201cv\u00ebllait t\u00eb madh\u201d ndaj \u201cv\u00ebllait t\u00eb vog\u00ebl\u201d, ose n\u00ebp\u00ebrmjet bashk\u00ebpunimit mes tyre. Ne e kemi provuar rrug\u00ebn e par\u00eb n\u00eb vitet 1945-90 dhe rezultati ishte q\u00eb Shqip\u00ebria u shtr\u00ebngua t\u00eb shiste edhe rezervat e fundit t\u00eb arit, p\u00ebr t\u00eb siguruar disa muaj buk\u00eb n\u00eb fund t\u00eb asaj periudhe. Nd\u00ebrsa n\u00eb rrug\u00ebn e dyt\u00eb kemi 20 vjet q\u00eb rrekemi t\u00eb ecim, por ende s\u2019po arrijm\u00eb t\u00eb kemi nj\u00eb \u201csht\u00ebpi\u201d n\u00eb paqe.<br \/>\nKa ardhur koha, p\u00ebr t\u00eb mos th\u00ebn\u00eb se ka kaluar, q\u00eb Berisha, ta jap\u00eb m\u00eb s\u00eb fundi shenj\u00ebn se do v\u00ebrtet q\u00eb \u201csht\u00ebpia\u201d shqiptare t\u00eb jet\u00eb n\u00eb paqe. Nd\u00ebrkoh\u00eb, Rama e ka dh\u00ebn\u00eb nj\u00eb shenj\u00eb t\u00eb till\u00eb me paktin prej 10 pikash p\u00ebr integrimin e Shqip\u00ebris\u00eb n\u00eb BE. Megjith\u00ebse ka qen\u00eb \u201ci d\u00ebmtuari\u201d i vazhduesh\u00ebm n\u00eb luft\u00ebn me Berish\u00ebn, Rama ka ofruar me k\u00ebt\u00eb pakt deg\u00ebn e ullirit, e cila mund t\u00eb hap\u00eb rrug\u00ebn e paqes mes mazhoranc\u00ebs dhe opozit\u00ebs shqiptare.<br \/>\nS\u00eb pari, ai ka k\u00ebrkuar fillimin e reform\u00ebs zgjedhore, e cila p\u00ebrfshin ndryshimin e kodit zgjedhor dhe ndoshta edhe t\u00eb Kushtetut\u00ebs. Kjo k\u00ebrkes\u00eb, n\u00eb fakt, \u00ebsht\u00eb pranuar n\u00eb parim nga Berisha. Por sidoqoft\u00eb, mbetet t\u00eb shihet se sa bashk\u00ebpunues do t\u00eb jet\u00eb ai kur t\u00eb vij\u00eb puna te detajet e reform\u00ebs. Sepse historia e reformave zgjedhore n\u00eb Shqip\u00ebri ka treguar se djalli \u00ebsht\u00eb fshehur gjithmon\u00eb pas detajeve&#8230;<br \/>\nS\u00eb dyti, Rama ka k\u00ebrkuar ndryshimin e rregullores parlamentare, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb shmanget n\u00eb nj\u00eb far\u00eb mase ai q\u00eb dikur Tokvili (Tocqueville) e quante \u201crreziku i tiranis\u00eb s\u00eb shumic\u00ebs\u201d. N\u00eb demokracin\u00eb e par\u00eb t\u00eb koh\u00ebve moderne, t\u00eb cil\u00ebn e studioi Tokvili, pra, n\u00eb SHBA, ka disa rregulla t\u00eb trup\u00ebzuara n\u00eb kushtetut\u00ebn e vendit, q\u00eb e zbutin \u201ctiranin\u00eb e shumic\u00ebs\u201d. Por nj\u00eb nga rregullat m\u00eb t\u00eb r\u00ebnd\u00ebsishme nuk \u00ebsht\u00eb pjes\u00eb e kushtetut\u00ebs; ajo \u00ebsht\u00eb thjesht pjes\u00eb e rregullores s\u00eb Senatit. Ky rregull i lejon opozit\u00ebs ta pengoj\u00eb pafund\u00ebsisht votimin e nj\u00eb ligji apo em\u00ebrimi, p\u00ebrderisa nj\u00eb pakic\u00eb prej 41 senator\u00ebsh nuk \u00ebsht\u00eb dakord me fillimin e votimit (numri total i senator\u00ebve \u00ebsht\u00eb 100). Dhe m\u00eb e bukura \u00ebsht\u00eb se ky rregull mund t\u00eb ndryshohet qoft\u00eb dhe me nj\u00eb shumic\u00eb t\u00eb thjesht\u00eb n\u00eb Senat. Por sidoqoft\u00eb, ajo s\u2019ka ndryshuar q\u00eb prej koh\u00ebs kur u miratua &#8211; 230 vjet m\u00eb par\u00eb\u2026.<br \/>\nMeqen\u00ebse adjutantja e Berish\u00ebs, Jozefina Topalli, iu referua rregullores s\u00eb Kongresit Amerikan, kur u pyet p\u00ebr votimin e hapur t\u00eb kandidaturave p\u00ebr disa poste shtet\u00ebrore, le t\u2019i referohet edhe rregull\u00ebs s\u00eb m\u00ebsip\u00ebrme t\u00eb Senatit t\u00eb atjesh\u00ebm, kur t\u00eb diskutohet p\u00ebr ndryshimin e rregullores s\u00eb Kuvendit ton\u00eb. N\u00eb fakt, n\u00eb qoft\u00eb se opozit\u00ebs shqiptare do t\u2019i jepej e drejta q\u00eb opozita n\u00eb Senatin Amerikan e ka prej 230 vjet\u00ebsh \u2013 pra, q\u00eb t\u00eb bllokoj\u00eb votimin p\u00ebr kandidatura t\u00eb caktuara p\u00ebr poste t\u00eb r\u00ebnd\u00ebsishme shtet\u00ebrore \u2013 shumica e pikave t\u00eb paktit t\u00eb Ram\u00ebs nuk do t\u00eb kishin nevoj\u00eb t\u00eb debatoheshin. \u00c7do em\u00ebrim apo shkarkim i njer\u00ebzve n\u00eb\/nga poste t\u00eb tilla do t\u00eb k\u00ebrkonte t\u00eb pakt\u00ebn 60% t\u00eb votave n\u00eb Kuvend \u2013 pra, do t\u00eb k\u00ebrkonte konsensusin e opozit\u00ebs.<\/p>\n<p>Sidoqoft\u00eb, \u00ebsht\u00eb nj\u00eb pik\u00eb e paktit t\u00eb Ram\u00ebs, pika e n\u00ebnt\u00eb, e cila nuk ka nevoj\u00eb t\u00eb adresohet me ndryshime t\u00eb kushtetut\u00ebs apo t\u00eb rregullores s\u00eb Kuvendit. \u00cbsht\u00eb fjala p\u00ebr thirrjen e p\u00ebrbashk\u00ebt q\u00eb Rama k\u00ebrkon t\u2019i b\u00ebhet Prokuroris\u00eb n\u00eb lidhje me hetimin e 21 janarit, G\u00ebrdecit etj. Me k\u00ebt\u00eb pik\u00eb ai thjesht k\u00ebrkon q\u00eb Berisha t\u00eb demonstroj\u00eb publikisht vullnetin p\u00ebr t\u2019i dh\u00ebn\u00eb fund pand\u00ebshkueshm\u00ebris\u00eb s\u00eb njer\u00ebzve t\u00eb fuqish\u00ebm n\u00eb k\u00ebt\u00eb vend. Por Berisha, qoft\u00eb edhe me nj\u00eb rezolut\u00eb jodetyruese t\u00eb Kuvendit n\u00eb lidhje me k\u00ebt\u00eb \u00e7\u00ebshtje, nuk \u00ebsht\u00eb dakord.
