Nisja e negociatave mes Shqip\u00ebris\u00eb dhe Greqis\u00eb p\u00ebr p\u00ebrcaktimin e kufirit detar, tashm\u00eb ka ngjallur edhe reagimin e ekspert\u00ebve. Kolonel Myslim Pasha, njeriu q\u00eb kontribuoi p\u00ebr rr\u00ebzimin e pazareve t\u00eb qeveris\u00eb p\u00ebr shitjen e detit, i shikon me dyshimin negociatat e reja Shqip\u00ebri-Greqi p\u00ebr t\u00eb arritur n\u00eb nj\u00eb marr\u00ebveshje t\u00eb re. N\u00eb nj\u00eb prononcim p\u00ebr gazet\u00ebn \u201cSot\u201d, kolonel Pasha e ka konsideruar marr\u00ebveshjen e re me pal\u00ebn greke si mjaft komplekse dhe t\u00eb v\u00ebshtir\u00eb p\u00ebr t\u2019u realizuar.<\/p>\n

Ai ka deklaruar se do t\u00eb jet\u00eb shum\u00eb e v\u00ebshtir\u00eb p\u00ebr t\u00eb bindur pal\u00ebn greke p\u00ebr t\u00eb pranuar nj\u00eb ndarje t\u00eb drejt\u00eb, duke marr\u00eb parasysh k\u00ebtu ekzistenc\u00ebn e marr\u00ebveshjes s\u00eb vjet\u00ebr q\u00eb \u00ebsht\u00eb firmosur nga t\u00eb dyja pal\u00ebt. Ajo q\u00eb \u00ebsht\u00eb m\u00eb e diskutueshmja sipas tij n\u00eb gjith\u00eb k\u00ebt\u00eb proces, \u00ebsht\u00eb pik\u00ebrisht interesi q\u00eb po tregon pala greke p\u00ebr rikthimin e paktit t\u00eb vjet\u00ebr, sipas s\u00eb cilit shteti fqinj p\u00ebrfitonte shum\u00eb nga uj\u00ebrat e territorit shqiptar. \u201cJam n\u00eb dijeni q\u00eb negociatat kan\u00eb nisur p\u00ebr nj\u00eb marr\u00ebveshje t\u00eb re lidhur me uj\u00ebrat detare. \u00cbsht\u00eb e qart\u00eb se kjo marr\u00ebveshje nuk do t\u00eb bazohet mbi ndarjen e par\u00eb, por mbi baza t\u00eb reja, mbi njer\u00ebz t\u00eb rinj n\u00eb k\u00ebt\u00eb fush\u00eb.<\/p>\n

Mund t\u00eb them q\u00eb kjo marr\u00ebveshje \u00ebsht\u00eb shum\u00eb komplekse, po ashtu dhe shum\u00eb e v\u00ebshtir\u00eb, p\u00ebr faktin se pala greke nuk e ka pranuar se marr\u00ebveshja e par\u00eb ishte n\u00eb disfavor t\u00eb Shqip\u00ebris\u00eb. Pala greke k\u00ebrkoi marr\u00ebveshjen e vjet\u00ebr, e cila u rr\u00ebzua nga Kushtetuesja\u201d, \u00ebsht\u00eb shprehur kolonel Pasha. Nd\u00ebr t\u00eb tjera, sipas tij v\u00ebshtir\u00ebsit\u00eb p\u00ebr k\u00ebt\u00eb pak do t\u00eb shfaqen nga pala e shtetit fqinj, e cila disponon marr\u00ebveshjen e vjet\u00ebr t\u00eb firmosur nga t\u00eb dy pal\u00ebt, por q\u00eb \u00ebsht\u00eb rr\u00ebzuar, pasi nuk kishte firm\u00ebn e kreut t\u00eb shtetit shqiptar. \u201cAktualisht qeveria greke ka n\u00eb tavolin\u00eb nj\u00eb marr\u00ebveshje t\u00eb firmosur dhe mendoj se do t\u00eb jet\u00eb e v\u00ebshtir\u00eb q\u00eb t\u00eb rifillojn\u00eb negociatat p\u00ebr nj\u00eb marr\u00ebveshje t\u00eb re, t\u00eb ndryshme nga ajo e para\u201d, \u00ebsht\u00eb shprehur kolonel Pasha.<\/p>\n

Greqia shpreh hapur mb\u00ebshtetjen e paktit t\u00eb vjet\u00ebr<\/strong><\/p>\n

Duke vazhduar komentin e tij n\u00eb lidhje me negociatat q\u00eb pritet t\u00eb fillohen me pal\u00ebn greke p\u00ebr paktin detar, koloneli q\u00eb ka rr\u00ebzuar marr\u00ebveshjen e vjet\u00ebr, tha se ka pak shpresa q\u00eb grek\u00ebt t\u00eb pranojn\u00eb nj\u00eb ndarje t\u00eb drejt\u00eb. Pasha kujtoi reagimet grek\u00ebve pas vendimit t\u00eb Gjykat\u00ebs Kushtetuese. \u201cKy q\u00ebndrim \u00ebsht\u00eb zbuluar dhe nga deklaratat q\u00eb ka dh\u00ebn\u00eb ministri i Jasht\u00ebm grek n\u00eb Bruksel. Ai ka th\u00ebn\u00eb pik\u00ebrisht se ekziston nj\u00eb marr\u00ebveshje e firmosur nga t\u00eb dyja pal\u00ebt.\u201d, \u00ebsht\u00eb shprehur kolonel Pasha. Sipas tij, kjo do ta v\u00ebshtir\u00ebsonte s\u00eb tep\u00ebrmi ndryshimin e marr\u00ebveshjes s\u00eb vjet\u00ebr dhe fillimin p\u00ebr marr\u00ebveshjen e re. \u201cKjo na zbulon nj\u00eb fakt q\u00eb bisedimet e reja do t\u00eb jen\u00eb t\u00eb v\u00ebshtira. Ekipi shqiptar do t\u00eb has\u00eb v\u00ebshtir\u00ebsi n\u00eb k\u00ebt\u00eb marr\u00ebveshje q\u00eb do nd\u00ebrmarr\u00eb qeveria\u201d, \u00ebsht\u00eb shprehur kolonel Pasha.<\/p>\n

Kume: Nuk jan\u00eb mbyllur kushtet ligjore p\u00ebr nj\u00eb marr\u00ebveshje t\u00eb re me Greqin\u00eb<\/strong><\/p>\n

Lidhur me ligjshm\u00ebrin\u00eb q\u00eb mund t\u00eb ket\u00eb marr\u00ebveshja e re p\u00ebr paktin detar q\u00eb do b\u00ebhet me shtetin fqinj t\u00eb Greqis\u00eb, ka reaguar dhe ish kreu i KQZ Kristaq Kume. N\u00eb nj\u00eb reagim p\u00ebr gazet\u00ebn \u201cSot\u201d, Kume ka deklaruar se sipas procedurave ligjore ekziston mund\u00ebsia p\u00ebr fillimin e negociatave p\u00ebr marr\u00ebveshjen e re, edhe pse lidhur me k\u00ebt\u00eb \u00e7\u00ebshtje Gjykata Kushtetuese ka rr\u00ebzuar paktin para nj\u00eb viti. \u201cMarr\u00ebveshja e re nuk mund t\u00eb p\u00ebrs\u00ebritet fjal\u00eb p\u00ebr fjal\u00eb si ajo q\u00eb \u00ebsht\u00eb rr\u00ebzuar nga Gjykata Kushtetuese. Megjith\u00ebse Kushtetuesja ka rr\u00ebzuar marr\u00ebveshjen e vjet\u00ebr p\u00ebr uj\u00ebrat detare me Greqin\u00eb, nuk jan\u00eb t\u00eb mbyllura hap\u00ebsirat p\u00ebr fillimin e negociatave p\u00ebr nj\u00eb marr\u00ebveshje t\u00eb re\u2019, \u00ebsht\u00eb shprehur Kume. Sipas tij, marr\u00ebveshja e re duhet t\u00eb p\u00ebrqendrohet n\u00eb argumente t\u00eb tjera dhe e bazuar n\u00eb ligje krahasuar me at\u00eb t\u00eb vjet\u00ebr.<\/p>\n

\u201cKjo marr\u00ebveshje e re nuk do t\u00eb diskutohet mbi t\u00eb nj\u00ebjt\u00ebt ligje dhe argumente nga ajo q\u00eb \u00ebsht\u00eb rr\u00ebzuar. Vendimmarrja e Kushtetueses nuk mbyll nj\u00ebher\u00eb e p\u00ebrgjithmon\u00eb hap\u00ebsira p\u00ebr marr\u00ebveshje t\u00eb reja\u201d, \u00ebsht\u00eb shprehur Kume. Nd\u00ebrkoh\u00eb q\u00eb pala shqiptare n\u00ebp\u00ebrmjet ministrit t\u00eb Jasht\u00ebm Edmond Haxhinasto vet\u00ebm dy dit\u00eb m\u00eb par\u00eb ka deklaruar se marr\u00ebveshja e uj\u00ebrave me Greqin\u00eb do t\u00eb realizohet bazuar n\u00eb Kushtetut\u00ebn e Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb. Sipas tij p\u00ebr paktin detar do t\u00eb ngrihet grupi i pun\u00ebs i cili do t\u00eb punoj\u00eb paralelisht me at\u00eb grek.<\/p>\n

\u201cMund t\u00eb them q\u00eb kemi disenjuar komisionin p\u00ebrkat\u00ebs, p\u00ebrb\u00ebrjen e tij. Ky komision do t\u00eb plot\u00ebsohet nga p\u00ebrfaq\u00ebsues t\u00eb institucioneve respective t\u00eb cilat do t\u00eb jen\u00eb pjes\u00eb e ekipit i cili do t\u00eb shqyrtoj\u00eb me pal\u00ebn greke t\u00eb gjith\u00eb hap\u00ebsirat dhe mund\u00ebsit\u00eb p\u00ebr ta konkluduar marr\u00ebveshjen n\u00eb fjal\u00eb\u201d, tha Haxhinasto. Ndarja e kufirit ujor me Greqin\u00eb mbetet nj\u00eb prej \u00e7\u00ebshtjeve m\u00eb t\u00eb nxehta mes dy vendeve, ve\u00e7an\u00ebrisht pasi Gjykata Kushtetuese e rr\u00ebzoi marr\u00ebveshjen e n\u00ebnshkruar nga ministrat e Jasht\u00ebm t\u00eb asaj kohe Bakojanis-Basha.<\/p>\n

Ceka: Marr\u00ebveshja me Greqin\u00eb, kushte t\u00eb reja n\u00eb mbrojtjen e uj\u00ebrave<\/strong><\/p>\n

Kreu i Aleanc\u00ebs Demokratike Neritan Ceka n\u00eb nj\u00eb prononcim p\u00ebr gazet\u00ebn \u201cSot\u201d, ka theksuar se negociatat mes Shqip\u00ebris\u00eb dhe Greqis\u00eb p\u00ebr nj\u00eb marr\u00ebveshje t\u00eb re detare, jan\u00eb t\u00eb ligjshme, pavar\u00ebsisht se Gjykata Kushtetuese e rr\u00ebzoi paktin e par\u00eb. \u201cLidhur me paktin detar, Gjykata Kushtetuese ka rr\u00ebzuar nj\u00eb marr\u00ebveshje, por nuk e ka rr\u00ebzuar at\u00eb n\u00eb parim. P\u00ebrsa i p\u00ebrket marr\u00ebveshjes s\u00eb re me grek\u00ebt mund t\u00eb them se n\u00eb qoft\u00eb se kjo qeveri mendon se duhet t\u00eb realizohet, at\u00ebher\u00eb le t\u00eb b\u00ebhet, por me kushte t\u00eb tjera\u201d, ka th\u00ebn\u00eb Ceka. Nd\u00ebr t\u00eb tjera ai ka pohuar se e r\u00ebnd\u00ebsishme p\u00ebr nj\u00eb marr\u00ebveshje t\u00eb till\u00eb me r\u00ebnd\u00ebsi p\u00ebr mbrojtjen e territoreve shqiptare, nevojiten edhe ekspert\u00eb p\u00ebrkat\u00ebs pse jo dhe asistenc\u00eb nd\u00ebrkomb\u00ebtare. \u201cPse jo, t\u00eb p\u00ebrfshihen ekspert\u00eb t\u00eb tjer\u00eb t\u00eb k\u00ebsaj fushe apo dhe t\u00eb k\u00ebrkohen asistent\u00eb nd\u00ebrkomb\u00ebtar\u00eb, pasi ky pakt duhet t\u00eb zgjidhet sa m\u00eb shpejt mes dy vendeve fqinje, duke kaluar n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb dhe barrierat historike\u201d, \u00ebsht\u00eb shprehur Ceka.<\/p>\n

Pazari me detin, si u shmang Presidenti<\/strong><\/p>\n

Nj\u00eb nd\u00ebr arsyet m\u00eb t\u00eb forta q\u00eb detyruan Gjykat\u00ebn t\u00eb rr\u00ebzonte paktin e uj\u00ebrave, ka qen\u00eb fakti se an\u00ebtar\u00ebt e grupit negociator t\u00eb pal\u00ebs shqiptare nuk e kishin marr\u00eb lejen speciale nga Presidenti i Republik\u00ebs p\u00ebr t\u00eb negociuar me pal\u00ebn greke. Pra, ekspert\u00ebt nuk kan\u00eb pasur plotfuqishm\u00ebrin\u00eb p\u00ebr t\u00eb negociuar n\u00eb em\u00ebr t\u00eb shtetit shqiptar. Rrjedhimisht, marr\u00ebveshja nga pik\u00ebpamja ligjore \u00ebsht\u00eb quajtur nul nga Gjykata Kushtetuese. Burime brenda k\u00ebtij institucioni kan\u00eb sqaruar se ky fakt ka p\u00ebrb\u00ebr\u00eb nj\u00eb cenim e shkelje t\u00eb parimeve dhe t\u00eb frym\u00ebs s\u00eb Kushtetut\u00ebs, e cila k\u00ebrkon kooperimin institucional si procedur\u00eb, n\u00ebp\u00ebrmjet s\u00eb cil\u00ebs garantohet rendi juridik, shteti i s\u00eb drejt\u00ebs, e n\u00ebp\u00ebrmjet tyre, edhe interesat komb\u00ebtare t\u00eb mbrojtura n\u00ebp\u00ebrmjet zbatimit t\u00eb dispozitave t\u00eb Kushtetut\u00ebs. N\u00eb k\u00ebto rrethana, p\u00ebrfaq\u00ebsuesit e shtetit shqiptar kan\u00eb negociuar nj\u00eb marr\u00ebveshje q\u00eb lidhet n\u00eb em\u00ebr t\u00eb Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb, pa pasur plotfuqin\u00eb e kryetarit t\u00eb shtetit, Presidentit t\u00eb Republik\u00ebs.<\/p>\n

Shkeljet n\u00eb paktin e vjet\u00ebr p\u00ebr uj\u00ebrat<\/strong><\/p>\n

Marr\u00ebveshja e vjet\u00ebr p\u00ebr paktin detar me Greqin\u00eb \u00ebsht\u00eb konsideruar nga ekspert\u00ebt si nj\u00eb akt diplomatik i shpejt\u00eb dhe i dyshimt\u00eb, i cili dokumenton, p\u00ebrul\u00ebsi t\u00eb dinjitetit komb\u00ebtar. Nd\u00ebr t\u00eb tjera \u00ebsht\u00eb theksuar se interesat e Shqip\u00ebris\u00eb nuk jan\u00eb par\u00eb si ” t\u00eb barabart\u00eb, t\u00eb paanshme” me pal\u00ebn fqinj\u00eb, por ka pasur t\u00eb b\u00ebhet pik\u00ebrisht me rr\u00ebgjim gjeohap\u00ebsinor detar dhe c\u00ebnim t\u00eb gjeohistoris\u00eb iliroshqiptare. Sipas ekspert\u00ebve t\u00eb ndrysh\u00ebm, n\u00ebp\u00ebrmjet marr\u00ebveshjes s\u00eb vjet\u00ebr \u00ebsht\u00eb hasur cenim i hapur i m\u00ebvet\u00ebsis\u00eb s\u00eb Shqip\u00ebris\u00eb n\u00eb Uj\u00ebrat Detare, Detin Shtet\u00ebror, Hap\u00ebsir\u00ebn e Af\u00ebrt Vijimore, Shtratdetin Kontinental dhe Hap\u00ebsir\u00ebn e Ve\u00e7ant\u00eb Ekonomike.<\/p>\n

Nd\u00ebr t\u00eb tjera \u00ebsht\u00eb theksuar se ngushtesa e Otrantos, kjo ur\u00eb natyrore ujore, e Ballkanit Jugper\u00ebndimor, \u00ebsht\u00eb nj\u00eb synim i drejtp\u00ebrdrejt\u00eb, i jet\u00ebsimit t\u00eb k\u00ebsaj marr\u00ebveshjeje.
