Kosova ka pranuar q\u00eb t\u00eb bisedoj\u00eb me Serbin\u00eb p\u00ebr veten e saj, p\u00ebr hir t\u00eb Serbis\u00eb q\u00eb synon t\u00eb integrohet n\u00eb BE, dhe me nd\u00ebrmjet\u00ebsimin e vet\u00eb BE-s\u00eb q\u00eb nuk e njeh pavar\u00ebsin\u00eb e Kosov\u00ebs. N\u00eb k\u00ebt\u00eb kontekst, BE-ja si nd\u00ebrmjet\u00ebsuese dhe si destinacion i Serbis\u00eb ndodhet n\u00eb konflikt interesi. Ky ishte nj\u00eb sh\u00ebrbim i shk\u00eblqyer q\u00eb qeveria e Kosov\u00ebs ia b\u00ebri Serbis\u00eb dhe BE-s\u00eb, kurse \u00e7mimin tash po e paguan e gjith\u00eb Kosova.<\/p>\n<p>Fjalia e fundit n\u00eb marr\u00ebveshjen e 2 shtatorit p\u00ebr vulat doganore dhe regjistrat kadastral\u00eb thot\u00eb q\u00eb \u201cGrupi trepal\u00ebsh implementues do ta monitoroj\u00eb zbatimin dhe funksionimin e shpejt\u00eb t\u00eb aranzhmaneve t\u00eb lartcekura dhe do ta njoftoj\u00eb rregullisht dialogun lidhur me progresin\u201d. Pra, Dialogu (me D t\u00eb madhe) po instalohet si instanc\u00eb supreme dhe si institucion dominues karshi s\u00eb cilit maten politikat dhe politikan\u00ebt.<\/p>\n<p>Dialogu gjith\u00e7ka po e b\u00ebn \u00e7\u00ebshtje t\u00eb dor\u00ebs s\u00eb dyt\u00eb. Kush \u00ebsht\u00eb p\u00ebr dialog \u00ebsht\u00eb n\u00eb dialog. Kush nuk \u00ebsht\u00eb p\u00ebr dialog nuk duhet t\u00eb jet\u00eb. Nuk mund t\u00eb ket\u00eb edhe dialog p\u00ebr Kosov\u00ebn edhe demokraci n\u00eb Kosov\u00eb.<\/p>\n<p>N\u00eb sfer\u00ebn publike dhe institucionale m\u00eb s\u00eb shumti hap\u00ebsir\u00eb p\u00ebr dialogim fitojn\u00eb politikan\u00ebt q\u00eb e pranojn\u00eb dialogun. Argumentet e tyre p\u00ebr dhe kund\u00ebr koncesioneve jan\u00eb argumente p\u00ebr koncesionet. Sepse, ato jan\u00eb argumente p\u00ebr m\u00eb shum\u00eb a m\u00eb pak koncesione, p\u00ebr koncesione tash apo nj\u00eb \u00e7ik\u00eb m\u00eb von\u00eb, p\u00ebr koncesione t\u00eb atilla dhe jo t\u00eb k\u00ebtilla, dhe jo kund\u00ebr koncesioneve si t\u00eb tilla. Bisedimet gjithsesi i n\u00ebnkuptojn\u00eb koncesionet.<\/p>\n<p>Shteti i Kosov\u00ebs \u00ebsht\u00eb n\u00eb pyetje mir\u00ebpo Kosova nuk po pyetet. Kosova nuk i ka nisur k\u00ebto bisedime dhe ajo nuk e di se kur do t\u00eb p\u00ebrfundojn\u00eb ato. N\u00eb fakt, Kosova nuk e di as se si do t\u00eb p\u00ebrfundojn\u00eb k\u00ebto bisedime. P\u00ebr m\u00eb keq se kaq, Kosova nuk e di edhe n\u00ebse do t\u00eb p\u00ebrfundojn\u00eb ndonj\u00ebher\u00eb ato. Mbase me k\u00ebt\u00eb qeveri q\u00eb kemi nuk mund t\u00eb kemi mbarim t\u00eb bisedimeve. Mund t\u00eb ket\u00eb nd\u00ebrprerje t\u00eb p\u00ebrkohshme, por jo edhe fund t\u00eb nj\u00ebmendt\u00eb t\u00eb bisedimeve.<\/p>\n<p>Qeveria e Kosov\u00ebs po e shpie Kosov\u00ebn prej nj\u00eb koncesioni n\u00eb tjetrin. Secili koncesion, Serbis\u00eb i jep shpresa p\u00ebr koncesione t\u00eb reja, nga t\u00eb cilat ajo do t\u00eb p\u00ebrfitoj\u00eb edhe \u2018pak\u2019 m\u00eb shum\u00eb, pa u ngopur asnj\u00ebher\u00eb plot\u00ebsisht. K\u00ebto koncesione sjellin kompromise t\u00eb caktuara q\u00eb aktualisht po quhet konkluzione t\u00eb dakorduara mes pal\u00ebve.<\/p>\n<p>Pasi q\u00eb arrihet nj\u00eb kompromis si p\u00ebrmbledhje e nj\u00eb serie koncesionesh rreth t\u00eb cilave argumentohet, vet\u00eb kompromisi shnd\u00ebrrohet mandej n\u00eb argument p\u00ebr koncesione shtes\u00eb drejt kompromiseve t\u00eb reja. Ajo mbi t\u00eb cil\u00ebn argumentohej b\u00ebhet argument p\u00ebr arsyetime t\u00eb tjera. Kjo gj\u00eb pa dyshim se e ka trim\u00ebruar shum\u00eb Serbin\u00eb. Nd\u00ebrsimi i strukturave ilegale dhe armiq\u00ebsore t\u00eb Serbis\u00eb n\u00eb veri \u00ebsht\u00eb pasoj\u00eb e pashmangshme e k\u00ebsaj.<\/p>\n<p>P\u00ebrmes k\u00ebtyre strukturave t\u00eb saj n\u00eb Kosov\u00eb Serbia ngre probleme q\u00eb p\u00ebrfshihen si tema t\u00eb reja n\u00eb dialog dhe aty pastaj futen n\u00eb vorbull\u00ebn e negociatave ku u n\u00ebnshtrohen nj\u00eb s\u00ebr\u00eb koncesionesh zinxhirore nga pala kosovare. Nd\u00ebrkoh\u00eb, qeveritar\u00ebt me n\u00eb krye Tha\u00e7in e shp\u00ebrlajn\u00eb goj\u00ebn me deklarata p\u00ebr pavar\u00ebsin\u00eb e paprekshme teksa jan\u00eb duke menduar ve\u00e7se p\u00ebr pushtetin e tyre dhe jo p\u00ebr pavar\u00ebsin\u00eb q\u00eb tashm\u00eb e kan\u00eb v\u00ebn\u00eb n\u00eb pazar.<\/p>\n<p>Qeveria e Kosov\u00ebs nuk po b\u00ebn kurrfar\u00eb shtetnd\u00ebrtimi. Ajo vet\u00ebm sa po ia v\u00ebshtir\u00ebson shtetnd\u00ebrtimin nj\u00eb qeverie t\u00eb ardhshme. Me qasjet dhe m\u00ebnyrat e gabuara, me munges\u00ebn e seriozitetit dhe sinqeritetit, kjo qeveri \u00ebsht\u00eb e mallkuar ve\u00e7se t\u00eb menaxhoj\u00eb moszgjidhjen e problemeve q\u00eb vet\u00eb i prodhon. Pushteti i k\u00ebtill\u00eb patjet\u00ebr q\u00eb \u00ebsht\u00eb rrezik p\u00ebr shtetin. Por, \u00ebsht\u00eb rrezik edhe p\u00ebr popullin.
