A eshte ajo para nje situate dhe nevoje reformimi dhe si e gjykoni alternativen e perfolur partiake te presidentit Bamir Topi?<\/em><\/p>\n<p><strong>Bashkim Kopliku<\/strong>:<br \/>\nShqip\u00ebria e ka humbur partin\u00eb e madhe t\u00eb djatht\u00eb q\u00eb kishte, Partin\u00eb Demokratike t\u00eb viteve 1990-1996. At\u00eb e humbi q\u00eb n\u00eb vitin 1996 e pas, kur mbajti n\u00eb krye t\u00eb partis\u00eb shkaktar\u00ebt kryesor\u00eb t\u00eb shkat\u00ebrrimit t\u00eb vendit n\u00eb vitin 1996-1997-me koh\u00eb PD u pushtua nga nj\u00eb band\u00eb e korruptuar politikisht, dhe PD-aktuale tani q\u00eb ka qeverin\u00eb, duket se po korruptohet edhe ekonomikisht: duket se po vjedhin e shp\u00ebrdorojn\u00eb nj\u00ebsoj si ata t\u00eb PS-s\u00eb kur kishin qeverin\u00eb, gjat\u00eb viteve 1997-2005.<\/p>\n<p>T\u00eb djatht\u00ebs i duhet nj\u00eb parti e re-nuk reformohet dot PD aktuale, sepse n\u00eb t\u00eb \u00ebsht\u00eb instaluar nj\u00eb regjim policor, n\u00eb t\u00eb nuk respektohen t\u00eb drejtat elementare t\u00eb nj\u00eb partie t\u00eb nj\u00eb shteti demokratik t\u00eb shekullit t\u00eb XXI; bile shkelet edhe ligji shqiptar P\u00ebr Partit\u00eb Politike.<\/p>\n<p>Si ish-z\u00ebvend\u00ebskryeminist\u00ebr nga viti 1992 deri n\u00eb 1994, q\u00eb kam qen\u00eb fillimisht i ngarkuar me rendin publik (minist\u00ebr i Policis\u00eb) dhe pastaj i ngarkuar me drejtimin e reform\u00ebs ekonomike, shoh nj\u00eb degjenerim n\u00eb komuniz\u00ebm t\u00eb drejtimit aktual n\u00eb polici, ku ministri aktual, p\u00ebrve\u00e7 t\u00eb tjerave,<br \/>\njustifikon vrasjen e 4 qytetar\u00ebve paq\u00ebsor- n\u00eb p\u00ebrmbajtje 4 qytetar\u00eb antikomunist\u00eb- n\u00eb mes t\u00eb dit\u00ebs e n\u00eb mes t\u00eb bulevardit, justifikim q\u00eb nuk guxuan ta b\u00ebjn\u00eb as komunist\u00ebt e 2 Prillit 1991, p\u00ebr vrasjet e kat\u00ebr<br \/>\nantikomunist\u00ebve n\u00eb Shkod\u00ebr.<\/p>\n<p>Por edhe n\u00eb ekonomi shoh nj\u00eb lust\u00ebr pseudo t\u00eb djatht\u00eb, por n\u00eb fakt sa vjen e po instalohet nj\u00eb shtet q\u00eb komandon ekonomin\u00eb n\u00eb \u00e7do hallk\u00eb t\u00eb saj, me vendime e udh\u00ebzime, por dhe praktika q\u00eb bien n\u00eb kund\u00ebrshtim dhe me ligjet n\u00eb fuqi; nga ana tjet\u00ebr, nuk jan\u00eb kryer akoma<br \/>\nreformat liberalizuese t\u00eb ekonomis\u00eb, t\u00eb nisura q\u00eb n\u00eb 1994.<\/p>\n<p>Duhet nj\u00eb parti e v\u00ebrtet\u00eb e djatht\u00eb, e cila fillimisht duhet t\u00eb ket\u00eb mision bashkimin e shqiptar\u00ebve q\u00eb shohin t\u00eb mir\u00ebn e vendit t\u00eb tyre bazuar n\u00eb doktrin\u00ebn e s\u00eb djatht\u00ebs moderne, s\u00eb djatht\u00ebs s\u00eb bashkuar me Evrop\u00ebn n\u00eb Partit\u00eb Popullore, dhe t\u00eb ngjashme me Partit\u00eb e Shteteve t\u00eb Bashkuara, me Republikanen, por edhe me Demokraten e cila \u00ebsht\u00eb mjaft e djatht\u00eb krahasuar me situat\u00ebn aktuale n\u00eb Shqip\u00ebri. K\u00ebrkesa e ve\u00e7ant\u00eb q\u00eb do t\u00eb kisha p\u00ebr Partin\u00eb e V\u00ebrtet\u00eb t\u00eb Djatht\u00eb t\u00eb Shqip\u00ebris\u00eb, do t\u00eb ishte q\u00eb drejtuesit kryesor\u00eb t\u00eb saj, si kryetar\u00ebt e partis\u00eb, por edhe kryeministri eventual apo i nj\u00ebvlershmi tjet\u00ebr, kryetari i Kuvendit, nuk duhet t\u00eb lejohen t\u00eb rrin\u00eb n\u00eb poste t\u00eb nj\u00ebvlershme m\u00eb shum\u00eb se dy mandate, pra m\u00eb shum\u00eb se 8 vjet n\u00eb jet\u00ebn e tyre-pak a shum\u00eb principi q\u00eb pat\u00ebm n\u00eb statutin e PD-s\u00eb deri nga viti 1992.<br \/>\nI kam d\u00ebgjuar p\u00ebrfoljet p\u00ebr gjoja nj\u00eb nis\u00ebm t\u00eb presidentit Bamir Topi.<\/p>\n<p>Nj\u00eb nis\u00ebm e till\u00eb m\u00eb duket antikushtetuese nga nj\u00eb President, prandaj uroj q\u00eb presidenti Topi t\u00eb mos bjer\u00eb n\u00eb nj\u00eb gabim t\u00eb till\u00eb. Pas mbarimit t\u00eb mandatit t\u00eb tij, dhe n\u00ebse nuk rizgjidhet, at\u00ebher\u00eb ai do t\u00eb jet\u00eb i lir\u00eb t&#8217;i hyj\u00eb nj\u00eb nisme t\u00eb till\u00eb, pse jo. Gjithsesi, jam i prir\u00eb q\u00eb fillimisht t\u00eb shoh nj\u00eb program, qoft\u00eb n\u00eb pikat kryesore, p\u00ebr t\u00eb dh\u00ebn\u00eb gjykim-nuk kam qen\u00eb n\u00eb gjendje deri tani, as t\u00eb lexoj, e bile dhe as t\u00eb d\u00ebgjoj nj\u00eb gj\u00eb t\u00eb till\u00eb.<\/p>\n<p>Gjithsesi, personalisht nuk do t\u00eb pranoja asnj\u00eb parti t\u00eb djatht\u00eb q\u00eb nuk v\u00eb me statut, q\u00eb n\u00eb krijimin e saj, kufizimin e mandatit t\u00eb drejtuesve t\u00eb saj, si\u00e7 e p\u00ebrmenda m\u00eb sip\u00ebr.
