N\u00eb 8 maj 2011, Rama mori plot 27 mij\u00eb vota m\u00eb shum\u00eb se sa kishte marr\u00eb n\u00eb vitin 2007. Dhe n\u00eb zgjedhjet e 2007-\u00ebs, ai kishte patur edhe p\u00ebrkrahjen e LSI-s\u00eb (LSI-ja mori rreth 19 mij\u00eb vota n\u00eb Tiran\u00eb n\u00eb ato zgjedhje), nd\u00ebrkoh\u00eb q\u00eb e pati kund\u00ebr n\u00eb 2011-\u00ebn (LSI-ja mori rreth 20 mij\u00eb vota n\u00eb Tran\u00eb n\u00eb zgjedhjet e fundit). N\u00eb fakt, po t\u00eb ve\u00e7ohet efekti i LSI-s\u00eb, i bie q\u00eb Rama ta ket\u00eb rritur p\u00ebrkrahjen neto p\u00ebr t\u00eb me rreth 45 mij\u00eb vota, karahasur me 2007-\u00ebn. Nd\u00ebrkoh\u00eb, rritja natyrale e numrit t\u00eb zgjedh\u00ebsve n\u00eb listat e Tiran\u00ebs mund t\u00eb shpiegoj\u00eb vet\u00ebm nj\u00eb rritje prej rreth 5 mij\u00eb votash p\u00ebr Ram\u00ebn.<\/p>\n<p>Dhe megjith\u00eb k\u00ebt\u00eb mrekulli elektorale q\u00eb realizoi, Rama nuk e rimori dot mandatin e kryebashkiakut &#8211; at\u00eb ia rr\u00ebmbeu Lulzim Basha, delfini i Berish\u00ebs&#8230;<\/p>\n<p>Ky d\u00ebshtim i tij erdhi pasi kishte b\u00ebr\u00eb edhe para dy vjet\u00ebsh nj\u00eb mrekulli tjet\u00ebr elektorale. N\u00eb zgjedhjet e 2009-\u00ebs, n\u00eb rang vendi, koalicioni i udh\u00ebhequr prej Ram\u00ebs mori rreth 120 mij\u00eb vota m\u00eb shum\u00eb se sa kishte marr\u00eb pothuaj i nj\u00ebjti koalicion n\u00eb vitin 2005 (at\u00ebhere koalicioni udh\u00ebhiqej prej Fatos Nanos). Dhe vet\u00ebm 1\/3 e k\u00ebsaj rritje t\u00eb votave mund t\u00eb shpjegohet me rritjen natyrale t\u00eb numrit t\u00eb zgjedh\u00ebsve n\u00eb listat e Shqip\u00ebris\u00eb. Rreth 80 mij\u00eb votat e tjera plus q\u00eb mori koalicioni i udh\u00ebhequr prej Ram\u00ebs mund t\u2019i atribuohen faktit q\u00eb koalicioni ndryshoi liderin.<\/p>\n<p>Dhe megjith\u00eb at\u00eb mrekulli elektorale q\u00eb realizoi, Rama nuk e mori dot mandatin e kryeministrit &#8211; at\u00eb e rimbajti Berisha&#8230;<\/p>\n<p>Pas k\u00ebtyre dy d\u00ebshtimesh, \u00ebsht\u00eb m\u00eb se e kuptueshme q\u00eb Rama t\u00eb matet mir\u00eb para se t\u2019i futet gar\u00ebs s\u00eb tret\u00eb me Berish\u00ebn. Dhe \u00ebsht\u00eb gjithashtu e kuptueshme q\u00eb politikan\u00eb dhe opinionist\u00eb opozitar\u00eb t\u00eb sugjerojn\u00eb strategji t\u00eb ndryshme p\u00ebr p\u00ebrballjen e re me Berish\u00ebn. Nd\u00ebr m\u00eb radikalet nga pikpamja e veprimit, ka qen\u00eb strategjia e propozuar nga Sk\u00ebnder Gjinushi, i cili ka sugjeruar bojkotim t\u00eb plot\u00eb t\u00eb Kuvendit dhe revolt\u00eb popullore p\u00ebr rr\u00ebzimin sa m\u00eb t\u00eb shpejt\u00eb t\u00eb qeveris\u00eb Berisha. Nd\u00ebr m\u00eb radikalet nga pikpamja morale, ka q\u00ebn\u00eb strategjia e propozuar nga Besnik Bare dhe Mustafa Nano, t\u00eb cil\u00ebt e kan\u00eb konsideruar t\u00eb g\u00eblltitshme aleanc\u00ebn me LSI-n\u00eb, p\u00ebr sa koh\u00eb ajo mund t\u00eb ndihmoj\u00eb n\u00eb rr\u00ebzimin e regjimit berishian.<\/p>\n<p>Nj\u00eb strategji e mesme u propozua para disa dit\u00ebsh nga Ilir Beqja, n\u00eb nj\u00eb intervist\u00eb dh\u00ebn\u00eb gazet\u00ebs \u201cShekulli\u201d, n\u00eb t\u00eb cil\u00ebn sugjeronte q\u00eb opozita aktuale t\u00eb kontribuoj\u00eb plot\u00ebsisht n\u00eb procesin legjislativ, por t\u00eb k\u00ebrkoj\u00eb me vendosm\u00ebri krijimin e nj\u00eb qeverie teknike nj\u00eb vit para zgjedhjeve t\u00eb 2013-\u00ebs, si dhe administrim t\u00eb zgjedhjeve nga nj\u00eb trup\u00eb nd\u00ebrkomb\u00ebtare.<\/p>\n<p>Duke gjykuar nga af\u00ebrsia e Beqjes me Edi Ram\u00ebn, mund t\u00eb hamend\u00ebsohet se strategjia e propozuar publikisht prej tij mund t\u00eb jet\u00eb nd\u00ebr t\u00eb parat n\u00eb list\u00ebn q\u00eb po bluan n\u00eb kok\u00ebn e vet udh\u00ebheq\u00ebsi socialist. Dhe pyetja nj\u00eb milion dollar\u00ebshe \u00ebsht\u00eb se sa e suksesshme mund t\u00eb jet\u00eb ajo.<\/p>\n<p>I vetmi mjet paq\u00ebsor q\u00eb ka n\u00eb dor\u00eb opozita p\u00ebr t\u00eb realizuar dy ndryshimet e sugjeruara nga Beqja \u00ebsht\u00eb kusht\u00ebzimi i reform\u00ebs zgjedhore dhe reformave t\u00eb tjera t\u00eb k\u00ebrkuara nga BE me dor\u00ebheqjen e Berish\u00ebs dhe administrimin e zgjedhjeve nga nj\u00eb trup\u00eb nd\u00ebrkomb\u00ebtare. \u201cN\u00ebse kund\u00ebrshtari ulet n\u00eb tavolin\u00eb me logjik\u00ebn e hajdutit, nuk ka reform\u00eb q\u00eb t\u00eb jet\u00eb e suksesshme,\u201d &#8211; thot\u00eb Beqja n\u00eb intervist\u00ebn e tij. Pra, l\u00eb t\u00eb kuptoj\u00eb se dihet q\u00eb \u201chajduti\u201d Berisha nuk i pranon k\u00ebto kushte, por trysnia e \u201cpolicit\u201d BE mund ta detyroj\u00eb at\u00eb q\u00eb t\u00eb l\u00ebshoj\u00eb pe.<\/p>\n<p>Trysnia e BE-s\u00eb, n\u00eb fakt, ka dh\u00ebn\u00eb rezultat me ish-kryeministrin e Kroacis\u00eb apo at\u00eb t\u00eb Malit t\u00eb Zi, t\u00eb cil\u00ebt dhan\u00eb dor\u00ebheqjen pasi integrimi n\u00eb BE i k\u00ebtyre vendeve u kusht\u00ebzua pik\u00ebrisht me dor\u00ebheqjen e tyre. Por a mund t\u00eb jap\u00eb dor\u00ebheqjen Berisha p\u00ebr t\u2019i hapur Shqip\u00ebris\u00eb rrug\u00ebn e integrimit n\u00eb BE? Si zor&#8230; P\u00ebr m\u00eb tep\u00ebr, BE mund t\u00eb mos jet\u00eb e gatshme t\u2019i ushtroj\u00eb Berish\u00ebs nj\u00eb trysni t\u00eb atill\u00eb q\u00eb t\u00eb mund ta \u00e7onte k\u00ebt\u00eb t\u00eb fundit drejt dor\u00ebheqjes. Hera e fundit q\u00eb partner\u00ebt tan\u00eb nd\u00ebrkomb\u00ebtar\u00eb ushtruan nj\u00eb trysni v\u00ebrtet\u00eb t\u00eb fort\u00eb ndaj Berish\u00ebs ka qen\u00eb n\u00eb vitin 1996, kur Departamenti i Shetit Amerikan i k\u00ebrkoi atij publikisht p\u00ebrs\u00ebritjen e zgjedhjeve n\u00eb 40 zona. Dhe rezultati i asaj trysnie ishte p\u00ebrs\u00ebritja e zgjedhjeve vet\u00ebm n\u00eb 17 zona, aq sa t\u00eb mos prekej shumica prej 2\/3 t\u00eb mandateve parlamentare p\u00ebr PD-n\u00eb&#8230;<\/p>\n<p>Por a do t\u00eb mund t\u00eb jap\u00eb ndonj\u00eb rezultat, sado t\u00eb vog\u00ebl, strategjia e sugjeruar nga Beqja? Ndoshta mund t\u00eb realizohet nj\u00eb far\u00eb administrimi nd\u00ebrkomb\u00ebtar i zgjedhjeve, por do t\u00eb jet\u00eb e v\u00ebshtir\u00eb t\u00eb pengohet nj\u00eb Berish\u00eb i mbetur n\u00eb pushtet t\u00eb b\u00ebj\u00eb at\u00eb q\u00eb ka b\u00ebr\u00eb n\u00eb dy fushatat e fundit me administrat\u00ebn shtet\u00ebrore, fondet publike, televizionin publik, policin\u00eb nd\u00ebrtimore, tatimore etj.
