N\u00eb k\u00ebt\u00eb dokument, ambasadori i SHBA-s\u00eb b\u00ebn nj\u00eb p\u00ebrmbledhje t\u00eb holl\u00ebsishme dhe analiz\u00ebn e t\u00eb gjith\u00eb problemit t\u00eb \u00e7am\u00ebve, duke dh\u00ebn\u00eb edhe detaje t\u00eb holl\u00ebsishme historike.<\/p>\n<p>Sipas Withers, qeveria shqiptare nuk d\u00ebshiron t\u00eb p\u00ebrplaset me Greqin\u00eb, pasi ka frik\u00eb se ngarkohet me akuza nacionaliste. N\u00eb kabllogramin e 10 n\u00ebntorit theksohet se \u201c\u00e7am\u00ebt etnik\u00eb shqiptar\u00eb t\u00eb d\u00ebbuar nga Greqia gjat\u00eb Luft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore jan\u00eb p\u00ebrgatitur t\u00eb nisin nj\u00eb \u00e7\u00ebshtje ligjore p\u00ebr \u00e7\u00ebshtjen e shtet\u00ebsis\u00eb greke dhe\/ose kompensimin n\u00eb lidhje me keqtrajtimin nga ana e qeveris\u00eb greke gjat\u00eb d\u00ebmit me forc\u00eb.<\/p>\n<p>Shum\u00eb pak \u00ebsht\u00eb b\u00ebr\u00eb p\u00ebr \u00e7\u00ebshtjen \u00e7ame q\u00eb nga rezoluta e vitit 1994 t\u00eb Parlamentit kur u njoh si \u00e7\u00ebshtje dhe duket q\u00eb qeveria shqiptare nuk d\u00ebshiron t\u00eb kund\u00ebrshtoj\u00eb Greqin\u00eb dhe rrezikoj\u00eb marr\u00ebdh\u00ebniet, duke k\u00ebmb\u00ebngulur p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje. Perspektiva e \u00e7\u00ebshtjes ligjore k\u00ebrkon m\u00eb shum\u00eb v\u00ebmendje nga \u00e7am\u00ebt, por \u00ebsht\u00eb e paqart\u00eb se cila gjykat\u00eb do ta ket\u00eb juridiksionin p\u00ebr t\u2019u marr\u00eb me k\u00ebt\u00eb problem konkret\u201d. M\u00eb posht\u00eb, ambasadori Withers p\u00ebrshkruan historin\u00eb e dhimbshme t\u00eb d\u00ebbimit t\u00eb popullsis\u00eb \u00e7ame nga ana e qeveris\u00eb greke. N\u00eb k\u00ebt\u00eb pjes\u00eb t\u00eb ve\u00e7ant\u00eb t\u00eb kabllogramit t\u00eb n\u00ebntorit t\u00eb 2008-s, theksohet: \u201c\u00c7am\u00ebt jan\u00eb shqiptar\u00eb etnik\u00eb q\u00eb kan\u00eb jetuar n\u00eb Greqin\u00eb per\u00ebndimore.<\/p>\n<p>Af\u00ebr fundit t\u00eb Luft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore, rreth 20 mij\u00eb deri n\u00eb 40 mij\u00eb \u00e7am\u00eb u d\u00ebbuan nga Greqia me akuz\u00ebn si \u2018bashk\u00ebpun\u00ebtor\u00eb t\u00eb fashizmit\u2019 dhe u vendos\u00ebn n\u00eb Shqip\u00ebri. N\u00eb fillim u trajtuan mir\u00eb n\u00eb Shqip\u00ebri, por m\u00eb pas qeveria komuniste u kthye kund\u00ebr tyre dhe ekzekutoi shum\u00eb pjes\u00ebtar\u00eb. Si rezultat \u00e7am\u00ebt kan\u00eb qen\u00eb kund\u00ebrshtar\u00eb t\u00eb fort\u00eb t\u00eb regjimit komunist. Shum\u00eb pjes\u00ebtar\u00eb t\u00eb komunitetit \u00e7am sot jan\u00eb me koalicionin e qendr\u00ebs s\u00eb djatht\u00eb (proqeveritar) dhe besohet se numri i popullsis\u00eb \u00e7ame n\u00eb Shqip\u00ebri llogaritet n\u00eb 400 mij\u00eb banor\u00eb. \u00c7am\u00ebt kan\u00eb luftuar gjat\u00eb p\u00ebr rikthimin.<\/p>\n<p>N\u00eb tetor (2011), Tahir Muhedini, lideri \u00e7am dhe kryetari i Partis\u00eb p\u00ebr Drejt\u00ebsi dhe Integrim, i tha oficerit politik t\u00eb ambasad\u00ebs, se \u00e7am\u00ebt n\u00eb bashk\u00ebpunim me disa zyrtar\u00eb t\u00eb lart\u00eb t\u00eb qeveris\u00eb shqiptare q\u00eb nuk ua p\u00ebrmend emrat, kan\u00eb b\u00ebr\u00eb gati \u00e7\u00ebshtjen ligjore t\u00eb keqtrajtimit dhe \u2018gjenocidit\u2019 nga ana e qeveris\u00eb greke. Muhedini \u00ebsht\u00eb i vendosur q\u00eb t\u00eb b\u00ebj\u00eb gati dosjen dhe ta d\u00ebrgoj\u00eb n\u00eb Gjykat\u00ebn Nd\u00ebrkomb\u00ebtare. Muhedini tha se asnj\u00eb nga problemet e k\u00ebrkuara nga komuniteti \u00e7am nuk \u00ebsht\u00eb zgjidhur dhe nuk mund t\u00eb zgjidhet pa ndihm\u00ebn e qeveris\u00eb shqiptare.<\/p>\n<p>Megjithat\u00eb, sipas Muhedinit, qeveria shqiptare ka dh\u00ebn\u00eb nj\u00eb ndihm\u00eb t\u00eb vog\u00ebl p\u00ebr \u00e7\u00ebshtjen \u00e7ame, pas kalimit t\u00eb rezolut\u00ebs s\u00eb vitit 1994 ku u njoh\u00ebn t\u00eb drejtat e \u00e7am\u00ebve. Qeveritar\u00ebt shqiptar\u00eb, tha Muhedini, kan\u00eb kaluar kufirin dhe ai \u00ebsht\u00eb korrekt n\u00eb p\u00ebrshkrimin e keqtrajtimit t\u00eb \u00e7am\u00ebve nga Greqia, por gjithashtu tha se qeveria shqiptare nuk d\u00ebshiron t\u00eb p\u00ebrplaset me Greqin\u00eb. Sipas Muhedinit, grek\u00ebt kan\u00eb deklaruar se nuk ekziston \u00e7\u00ebshtja \u00e7ame\u201d.<\/p>\n<p>Nd\u00ebrkaq, n\u00eb komentin e fundit t\u00eb ambasadorit Withers, n\u00eb kabllogramin drejtuar Departamentit t\u00eb Shtetit, theksohet se nd\u00ebrsa problemi \u00e7am \u00ebsht\u00eb fatkeq, duket se qeveria shqiptare \u00ebsht\u00eb m\u00eb e shqet\u00ebsuar p\u00ebr marr\u00ebdh\u00ebniet dypal\u00ebshe me Greqin\u00eb sesa p\u00ebr k\u00ebrkesat e \u00e7am\u00ebve.<\/p>\n<p>Greqia \u00ebsht\u00eb n\u00eb Shqip\u00ebri partneri i dyt\u00eb m\u00eb i madh tregtar dhe rreth 1 milion shqiptar\u00eb punojn\u00eb n\u00eb Greqi, ndaj qeveria shqiptare duket jo e gatshme t\u00eb d\u00ebmtoj\u00eb marr\u00ebdh\u00ebniet me grek\u00ebt, duke ngritur \u00e7\u00ebshtjen \u00e7ame.
