Rasti m\u00eb tipik \u00ebsht\u00eb ai i rrug\u00ebs s\u00eb Arbrit, ku \u00ebsht\u00eb zhvilluar tender p\u00ebr punime t\u00eb cilat nuk ekzistojn\u00eb. Gazeta vijon sot me publikimin e raportit t\u00eb KLSH-s\u00eb pas kontrollit t\u00eb kryer n\u00eb Drejtorin\u00eb e P\u00ebrgjithshm\u00eb t\u00eb Rrug\u00ebve p\u00ebr aktivitetin e saj p\u00ebrgjat\u00eb viteve 2008, 2009.<\/p>\n<p><strong>Rruga e Arbrit<\/strong><\/p>\n<p>Kontrolli p\u00ebrfshin vet\u00ebm lotin e par\u00eb t\u00eb k\u00ebsaj rruge, i cili fillon nga Ura e Vash\u00ebs deri n\u00eb Bulqiz\u00eb. Problemet n\u00eb k\u00ebt\u00eb segment kan\u00eb t\u00eb b\u00ebjn\u00eb me zhvendosjen e linj\u00ebs s\u00eb tensionit 110 kv si dhe vendosjen dy tombinove (kulluese uji) n\u00eb rrug\u00eb. N\u00eb fakt, nga sa konstaton KLSH, n\u00eb at\u00eb zon\u00eb nuk ka ekzistuar fare asnj\u00eb linj\u00eb tensioni 110 kv dhe tenderi prej 17 milion\u00eb lek\u00eb p\u00ebr kryerjen e k\u00ebtyre punimeve \u00ebsht\u00eb zhvilluar gabim. \u201cN\u00eb projektin e k\u00ebsaj rruge (segmenti Ura e Vash\u00ebs-Bulqiz\u00eb) jan\u00eb parashikuar punime p\u00ebr spostimin e linj\u00ebs s\u00eb tensionit t\u00eb lart\u00eb 110 kv.<\/p>\n<p>Por, n\u00eb fakt n\u00eb k\u00ebt\u00eb segment rrugor nuk ka linj\u00eb TL 110 kv p\u00ebr t`u spostuar, \u00e7ka do t\u00eb thot\u00eb se ky z\u00eb \u00ebsht\u00eb preventivuar gabim, e p\u00ebr pasoje vlera e kontrat\u00ebs \u00ebsht\u00eb rritur fiktivisht n\u00eb shum\u00ebn 17,552,266 lek\u00eb me t.v.sh\u201d, \u2013 shpjegon KLSH. Krahas k\u00ebsaj, gjat\u00eb vendosjes s\u00eb kullueseve t\u00eb ujit, kompania projektuese ka b\u00ebr\u00eb p\u00ebrllogaritje t\u00eb gabuara duke rritur artificialisht koston e nd\u00ebrtimit t\u00eb rrug\u00ebs me rreth 155 milion\u00eb lek\u00eb.<\/p>\n<p><strong>Kuk\u00ebs-Morin\u00eb<\/strong><\/p>\n<p>Kontrolli i ushtruar p\u00ebr k\u00ebt\u00eb segment ka hasur me nj\u00eb d\u00ebm ndaj buxhetit n\u00eb vler\u00ebn e 39 milion\u00eb lek\u00ebve. \u00c7\u00ebshtja ka t\u00eb b\u00ebj\u00eb me zhvillimin e tenderit p\u00ebr nd\u00ebrtimin e dy viadukteve. Sipas t\u00eb dh\u00ebnave t\u00eb ofruara nga KLSH, Komisioni i Vler\u00ebsimit t\u00eb Ofertave ka rritur padrejt\u00ebsisht koston e nd\u00ebrtimit t\u00eb tyre me rreth 39 milion\u00eb lek\u00eb duke skualifikuar nga gara kompanin\u00eb q\u00eb kishte dh\u00ebn\u00eb ofert\u00ebn m\u00eb t\u00eb ul\u00ebt, m\u00eb arsyetimin se nuk p\u00ebrmbushte kushtet financiare. Nga ana e saj, KLSH arsyeton se kompania mund t\u00eb ishte shpallur fituese nisur nga fakti se diferenca e bilancit financiar t\u00eb kompanis\u00eb midis shum\u00ebs kusht p\u00ebr t\u00eb marr\u00eb pjes\u00eb n\u00eb tender dhe asaj q\u00eb posedonte ajo ishte e ul\u00ebt.<\/p>\n<p><strong>Plepa-Rrogozhin\u00eb<\/strong><\/p>\n<p>Segmenti Plepa-Shk\u00ebmbi Kavaj\u00ebs p\u00ebrmendet disa her\u00eb n\u00eb raportin e KLSH-s\u00eb p\u00ebr shkelje, t\u00eb cilat shkaktojn\u00eb edhe rritje artificiale t\u00eb rrug\u00ebs. Fillimisht ishte vendosja e paplanifikuar t\u00eb paneleve an\u00ebsore kund\u00ebr zhurm\u00ebs, e cila rriti koston me rreth 280 milion\u00eb lek\u00eb. K\u00ebsaj t\u00eb fundit i shtohet nj\u00eb tjet\u00ebr shum\u00eb prej rreth 150 milion\u00eb lek\u00ebsh, por k\u00ebt\u00eb radh\u00eb shkelja \u00ebsht\u00eb b\u00ebr\u00eb tek procedurat e tenderimit.<\/p>\n<p>Sipas KLSH-s\u00eb, Komisioni i Vler\u00ebsimit t\u00eb Ofertave ka skualifikuar me pa t\u00eb drejt\u00eb nj\u00eb kompani nga gara, e cila kishte marr\u00eb p\u00ebrsip\u00ebr p\u00ebrfundimin e punimeve me nj\u00eb vler\u00eb rreth 150 milion\u00eb lek\u00eb m\u00eb t\u00eb vog\u00ebl se kompania q\u00eb u shpall fituese. Raporti i Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit p\u00ebrmban nj\u00eb mori shkeljesh t\u00eb ngjashme t\u00eb rrug\u00eb t\u00eb tjera t\u00eb vendit, t\u00eb cilat kapin vlera disa qindra milion\u00eb lek\u00eb. Vet\u00ebm shkeljet n\u00eb tre rrug\u00ebt e m\u00ebsip\u00ebrme, m\u00ebsohet t\u2019i ken\u00eb shkaktuar buxhetit t\u00eb shtetit nj\u00eb kosto shtes\u00eb prej rreth 360 milion\u00eb lek\u00eb<\/p>\n<p><strong>Pagesat, si u fut\u00ebn n\u00eb \u201ckurth\u201d kompanit\u00eb<\/strong><\/p>\n<p>Fillimi i punimeve nj\u00ebkoh\u00ebsisht n\u00eb t\u00eb gjith\u00eb trasen\u00eb e rrug\u00ebve \u00ebsht\u00eb nj\u00eb fenomen q\u00eb haset shpesh gjat\u00eb nd\u00ebrtimit t\u00eb rrug\u00ebve n\u00eb vend duke bllokuar apo v\u00ebshtir\u00ebsuar p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb kalimin e automjeteve n\u00eb t\u00eb. Punimet n\u00eb rrug\u00eb zgjaten n\u00eb koh\u00eb duke kaluar \u00e7do afat limit, madje jo n\u00eb pak raste, afatet e dor\u00ebzimit t\u00eb punimeve jan\u00eb shtyr\u00eb me muaj m\u00eb radh\u00eb.<br \/>\nN\u00eb kontrollin e ushtruar n\u00eb DPRR p\u00ebr periudh\u00ebn 2008-2009 Kontrolli i Lart\u00eb i Shtetit konstaton tejzgjatjen e afateve kohore t\u00eb mbarimit t\u00eb punimeve n\u00ebp\u00ebr rrug\u00eb p\u00ebr shkak t\u00eb mos financimit n\u00eb mas\u00ebn e duhur nga autoritetet shtet\u00ebrore.<\/p>\n<p>Pra, krahas problemeve me projektet, mos lirimit t\u00eb sheshit t\u00eb punimeve nga privatet, shkak p\u00ebr zgjatjen e punimeve n\u00eb rrug\u00eb sipas KLSH-s\u00eb \u00ebsht\u00eb edhe mungesa e parave. N\u00eb kushtet kur nuk paguhet, kompania ose \u00ebsht\u00eb e detyruar t\u00eb vijoj\u00eb punimet me parat\u00eb e saj, gj\u00eb e cila ka ndodhur shpesh ose duhet t\u00eb nd\u00ebrpres\u00eb punimet. Rastet m\u00eb flagrante jan\u00eb edhe ato kur autoritet i thon\u00eb kompanive q\u00eb t\u00eb filloj\u00eb punimet nd\u00ebrkoh\u00eb q\u00eb n\u00eb kontrat\u00eb nuk parashikon afatet e kryerjes s\u00eb pagesave. Kjo \u00ebsht\u00eb edhe nj\u00eb nd\u00ebr format e zgjedhura deri m\u00eb tani nga autoritetet p\u00ebr t\u00eb shtyr\u00eb pagesat.<\/p>\n<p>N\u00eb lidhje me k\u00ebt\u00eb fenomen, KLSH merr shembull k\u00ebrkesat e d\u00ebrguara p\u00ebr likuidim n\u00eb Drejtorin\u00eb e P\u00ebrgjithshme t\u00eb Rrug\u00ebve nga kompanit\u00eb nd\u00ebrtuese deri n\u00eb fund t\u00eb vitit 2009. Gjat\u00eb k\u00ebsaj periudhe, m\u00ebsohet se kompanit\u00eb kan\u00eb dor\u00ebzuar n\u00eb DPRR k\u00ebrkesa p\u00ebr likuidime n\u00eb vler\u00ebn e rreth 4.7 miliard\u00eb lek\u00ebve, shum\u00eb e cila \u00ebsht\u00eb konsideruar tep\u00ebr e lart\u00eb nga KLSH.<\/p>\n<p>\u201cKy detyrim n\u00eb vler\u00eb t\u00eb konsiderueshme p\u00ebr buxhetin e shtetit \u00ebsht\u00eb krijuar nga prokurimi i fondeve p\u00ebr projektet e infrastruktur\u00ebs rrugore me vler\u00ebn e plot\u00eb t\u00eb tyre, por i pa shoq\u00ebruar me financimin pjesor nga buxheti i shtetit p\u00ebr t\u00eb mbuluar punimet e kryera\u201d, \u2013 shpjegon raporti duke vijuar edhe m\u00eb tej me shtjellimin e gjendjes. Pra, kompanit\u00eb nuk jan\u00eb paguar p\u00ebr pun\u00ebn e b\u00ebr\u00eb. Kujtojm\u00eb se gjat\u00eb asaj periudhe Shoqata e Nd\u00ebrtuesve t\u00eb Shqip\u00ebris\u00eb k\u00ebrkoi publikisht nga Ministria e Pun\u00ebve Publike q\u00eb t\u00eb paguheshin p\u00ebr pun\u00ebn e b\u00ebr\u00eb.<\/p>\n<p><strong>Shtyrja e pagesave rrisin koston finale<\/strong><\/p>\n<p>Raporti i KLSH-s\u00eb konstaton se n\u00eb mjaft raste, Drejtoria e P\u00ebrgjithshme e Rrug\u00ebve dhe Ministria e Transporteve kan\u00eb prokuruar t\u00eb gjith\u00eb segmentin e rrug\u00ebs n\u00eb m\u00ebnyr\u00eb t\u00eb menj\u00ebhershme edhe pse ai \u00ebsht\u00eb parashikuar t\u00eb mos p\u00ebrfundoj\u00eb brenda nj\u00eb viti buxhetor. N\u00eb k\u00ebto kushte, kompanit\u00eb fituese fillojn\u00eb punimet n\u00eb lotet q\u00eb kan\u00eb marr\u00eb p\u00ebrsip\u00ebr t\u00eb realizojn\u00eb dhe pas mbylljes s\u00eb nj\u00eb pjese t\u00eb pun\u00ebs dor\u00ebzojn\u00eb tek autoritetet situacionet, t\u00eb cilat kan\u00eb t\u00eb b\u00ebjn\u00eb me punimet q\u00eb jan\u00eb kryer duke k\u00ebrkuar nj\u00ebkoh\u00ebsisht edhe t\u00eb paguhen.<\/p>\n<p>Por pagesat faktikisht b\u00ebhen jasht\u00eb afateve, disa her\u00eb vonesat jan\u00eb edhe m\u00eb t\u00eb gjata se nj\u00eb vit. Kuptohet q\u00eb k\u00ebto vonesa pengojn\u00eb firmat dhe i detyrojn\u00eb ato t\u00eb marrin masa q\u00eb e shkarkojn\u00eb gjith\u00eb stresin financiar mbi punonj\u00ebsit, q\u00eb shkurtohen apo q\u00eb u zvog\u00eblohen e u vonohen pagat. Gjithashtu i pengon k\u00ebto firma q\u00eb t\u00eb kryejn\u00eb investime sipas parashikimeve n\u00eb rritjen e kapaciteteve teknike e njer\u00ebzore.<\/p>\n<p>Prokurimi i plot\u00eb i rrug\u00ebs vler\u00ebsohet pozitivisht nga ekspert\u00ebt e KLSH, por ata i m\u00ebshojn\u00eb faktit se mos financimi n\u00eb koh\u00eb i punimeve b\u00ebhet shkak p\u00ebr zgjatjen e tyre.
